The California Government assured the citizens that the emergency spillway would not be used in the lake overflow as Oroville Dam's concrete spillway collapsed due to structural failure at 65,000 CFS release. Now with the lower hydroelectric facility discharge out flow clogged with debris there will be +12,000 CFS flow over top and also authorities will scale back flow from collapsed spillway to 35,000 CFS from 55,000 CFS which means and extra 32,000 CFS will pour over the untested emergency spillway.

THOSE IN THE DRAINAGE BASIN OF THIS DAM NEED TO PREPARE TO POSSIBLY EVACUATE. IF THE ORDER IS GIVEN YOU WILL HAVE LESS THAN 30 MINUTES TO LEAVE. PREPARE NOW.

Sparking panic, the California Department of Water Resources said on Twitter at about 4:30 p.m. PST (0030 GMT Monday) that the spillway next to the dam was "predicted to fail within the next hour" despite local authorities suggesting the situation was under control for much of Saturday and early Sunday.

As further reported on Sunday night, Butte County Sheriff Korey Honea told an earlier news briefing he was told by experts that the hole forming in the spillway could compromise the structure. Rather than risk thousands of lives, the decision was made to order evacuations.

Officials said they feared the damaged spillway could unleash a 30-foot wall of water on Oroville, north of the state capital Sacramento. They said evacuation orders remained in place for some 188,000 people in Oroville, Yuba County, Butte County, Marysville and nearby communities and would be re-evaluated at dawn.

Jet stream to continuously pound California over the next ten days 

Since the beginning of the year California has received over 200% above what is normal for this time of the year with much more to come in the next ten days

The average annual rainfall of about 50 inches had already been overtaken with 68 inches in 2017 alone and another 6+ inches is possible over the next week-to-ten days

The stricken Oroville Dam is in for more torrential rain as the jet stream will continuously pound California over the next ten days and bring huge amounts of moisture from the Pacific Ocean into the state.
The dam will take a direct hit as the jet stream pounds California.

After five years of a miserable drought, incredible amounts of rain have piled up in just two months across low-lying areas of the state, mountains of snow have accumulated in the higher elevations of the Sierra Nevada Mountains and much more is to come over the next 10 days.
