The video in question, aired by NBC Washington, Channel 4, said nothing about radiation reaching America's coast in a few weeks.

The ORIGINATING story, as far as I've been able to tell, is from Voice of Russia:
Fukushima fallout: Japanese fishing co-op catches radiated rockfish

...and it refers to ONE TYPE OF ROCKFISH that was tested for cesium and higher than expected levels were found.
So an article of video citing simply "fish" ends up being misleading. :)
The idea of radioactive fish of course came up immediately when the Fukushima events occurred in 2011, and testing has been ongoing. Fish agriculture and export were suspended and have only resumed as of about two years ago.
